Do you have DHS email instead?
It's better to express your request in email 

If you go into a few of the detail list of the department you want, I saw some had email, or a contact form you can fill out with questions. As for a general email, I really didn't see one. Based on what you posted it looks like you need to apply for a Visa to come to the US, or file a petition of some type. All those forms are pretty easy to find. Hopefully someone on here can help you figure out what form you need to fill out.

It's not a matter of emailing DHS....the lawyer you consulted (and posted his/her full response) in your other thread gave very good advice on how the process works and how/where/when you apply for the waiver when recommended by the CO:

 

 

Your third previous thread here also has very good advice on how to submit the waiver and at what stage it is submitted...suggest you reread both threads:

Ahh, I know the specifics of the situation. This is definitely a lawyer required circumstance and not DIY.

Yep.  Chances of the CO recommending the OP for a waiver is slim since the conditions of the previous visa were intentionally ignored by the OP (off-campus work when knowing it wasn't permitted)..seems unlikely a second visa would be granted in this case, much less a waiver recommended.
