Late 2018 filers haven't had their interviews yet (mostly), so they're not included in the end to end averages yet. Unless there's a rush of embassies and consulates running slowly (Moscow is; we were lucky to have hit the embassy at the right time there; but there just aren't enough Russian fiance(e)s to affect the averages much), that will change in the not too distant future.
