You are mistaken. Only entry on the VWP absolutely requires a return ticket as a condition of entry. That being said, anyone seeking entry on a B-2 is probably opening themselves up to additional scrutiny if they don't have a return ticket.

You are correct. I should've phrased it as entering on a b2 should ideally hold a return ticket, but yeah, a lack of one would attract elevated scrutiny.

 Rather presumptive, I have never asked why people are on here, I assume for a variety of no doubt changing reasons.

That was not a personal opinion, rather a statement based on trends; a set of trends not uncommon on desi-centric forums that I see regularly. I suggest trying not to take things personally, esp ones not directly addressed to you. I have traveled to India, and within India a number of times, and am somewhat attuned to the way of thinking as it related to visas/immigration. And without getting into specifics, I've seen firsthand the work inside embassies.
