Here is a Vietnamese woman who was denied a visa to visit her daughter, who was diagnosed with terminal lung cancer and given weeks to live.

please tell him we hope he heals good and is able to do the financial section for your visa interview

that type of injury is so painful

U can only apply as said by many but chances of getting a tourist visa are slim

Well,  you know, that case actually gathered a lot of attention in the Vietnamese community, both in the US and Vietnam. There were a lot of public outcry and political pressures being put on the Consulate. The Vietnamese Ministry of Foreign Affairs got involved and Representative Zoe Lofgren of California called and wrote to the Consulate and Trump. The Consulate eventually caved and issued a visa, after the third interview.

Why? I'm on K1 process. Second, I'm not asking for tourist visa. Emergency visa.

There is no such thing as an emergency visa.  It doesn't exist.

You would need a tourist visa to come see your fiance in the US.

You are asking about visiting the US, so that means a tourist visa.  Wanting to visit during the K1 process has nothing to do with the K1. It would be a separate and new process for a tourist visa.

You need a tourist visa, no other way. Also it doesn't really sound like an emergency, no offense.

Not sure where you get that "emergency visa" thing.
