Passport issued in other country??? (merged)

My Fiancé' had her passport expire and then re issued while she was in Dubai UAE.  It says the issuing authority is PCG Dubai [Philippine Consulate General].  Now when filling out the DS160 it asks where her passport was issued and she thinks we should answer UAE, but I think we should answer Philippines since it was still issued by the Philippine consulate.  Anyone got any idea what we should do???

I think she is correct.  You are over-thinking it, imo.

I answered Philippines when I filled out my DS 160 although my passport was issued by DFA London.

My Fiancé' had her passport expire while in Dubai UAE and had to have it re-issued.  Now it says that the issuing authority is PGC Dubai [Philippine Consulate General].  Now when filling out the DS160, it asks where her passport was issued.  She says we should say UAE but I'm thinking it's still issued by Philippines even though it was through the consulate.  We're not sure of how to answer this question so any thoughts would be appreciated.

I would put the location it was issued as stated on the PP. 

 

it might look odd if the application says PP issued in county "A" but the PP copy says issued in country B."

 

it's fairly common to be issued a PP outside of your home county. My wife has a Chinese  PP but it was issued in Japan. On our paperwork we put Tokyo.  (But we submitted her application so we'll see if there's any problem)

No need to complicate this.  Provide exactly what the DS-160 asks.  In your fiancee's case, it should be --

 

Country/Authority that Issued Passport:  PHILIPPINES

Where was the Passport Issued (City):  DUBAI

Where was the Passport Issued (Country):  UAE
