Filing I-130 for husband (split)

I am writting here so I do not have to open new topic.I married a US citizen one month ago and we are planing to live in the US.I know she has to file I-130 form but do not know from where. We are currently in Europe(Bosnia and Herzegovina)a found that USCIC field office for my country is Rome.My question is can she file I-130 from here(Bosnia),Rome or she has to go to US to do that?She is currently 5-th month of pregnancy and we would love to file it before she gives a birth.Thanks in advance for your advices.

She can file the I-130 whenever she wants, by mail or courier to the Chicago Lockbox address.  It's a 12 to 15 month process, to get the actual visa, but she can have her baby wherever she decides to have it.  Whether you will be in the same place depends on whether you NEED a visa to be there.  To file in Rome, she would need to show THAT office exceptional circumstances, and have them agree to take the case directly.  Nothing stops you from trying that, but no guarantees.  If they will take the filing, the process COULD be complete before the baby is born.

Thank you for your answer pushbrk,if I could ask you one more thing? If I understood you just to print it, fill the I130 form and send it by mail to chicago lockbox.Yes I need visa to come to us. Before this I obtained C1D visa five times. Last year before we got married I aplied for B1 to come to visit her for e weeks but I was rejected. I know she can have baby anywhere because she is a us citizen.

Start by you and your wife carefully studying the guides here and the I-130 instructions.  Doing so will be critical to your ultimate success.  NO, you do not just send the I-130 form.  There are other forms and other required documents.  Which ones apply to you depend on your circumstances.  Match your circumstances to the I-130 instructions.
