You need to provide an explanation if you were supposed to register, but did not. You were not supposed to register so there's no need to provide an explanation. You answer "no" to question 44. A. and move on.

You might need to provide evidence of non-immigrant status. Like an I-20 and an endorsed visa stamp. No extra explanation needed.

Explanation to what? As others mentioned, lawful non-immigrants do NOT need to register for selective services. 

 

I became a LPR after I was 26 and never registered anything and was naturalized just fine. Before that, I was in J-1, F-1 and H1B.

Not exactly. Legal non-immigrants are not required to register. "Illegals", legal immigrants & USCs are required to register. OP was a legal non-immigrant at the time therefore was not required to register, simple as that. I'd just check "No" & take proof such as I-20, visa stamp etc. with me to the interview just in case.

Did you check the SS website if you registered ? In my case I was registered even though I wasn't aware of it, I think it was the DMV who enrolled me when I went for my Drivers license at age 22. So check if you did and you can avoid writing an explanation.

I remember senior year of high school. It was almost graduation time. I had just gotten my green card a few months prior. And I was about to turn 18. They came to the school one day and had all the guys meet in the gym. That's when I was registered.

You don’t need to write any explanation. Expalanation is for the residents who didn’t register for it. You became the US resident at age 27, so no registration and no explanation required.

You didn't need to enroll at all because you were a non-immigrant.

I was 25 years old when I came to the US on J-1 visa and remained in J-1 status until my 26th birthday. I answered "No" to the Part 12 44A question in N-400. I was asked the same question at my interview. I explained that I was in J-1 status until my 26th birthday and showed a letter from the Selective Service System. The officer said "fine" and didn’t correct my N-400.

Just bring all paperwork related to F-1, OPT, H-1B and your old & current passports to your interview. USCIS knows all of your US immigration history, anyway.
