selective service

I have a question about selective service for N-400. I read the guide and it says one should register for Select service before age 26. I was in USA on student visa since age 22 and when I got my GC I was 27. I was not allowed to register for Selective service as student and then on h1-b visa. Selective service website says I can not register now. Naturalization guide says that I need to provide an explanation. I am wondering if anyone had a similar issue. Is there any format template that I can use? should I call Selective service office and ask for some documentation as to why I was not eligible, etc. Any guidance would be helpful since I heard people's N-400 is getting delayed due to this issue. So, I want to make sure I do all paperwork properly.

Student visa is non immigrant visa which was never expired as per the link you sent.

F1 students are non-immigrants, and as such are exempt from registering for the Selective Service. In fact in N400 application form , page 16 it says 

Are you a male who lived in the United States at any time between your 18th and 26th birthdays? (This does not include living in the United States as a lawful nonimmigrant.)

That is my understanding as well. But guide asked for some explanation along with application.

between 22-27 age i was in US on f1, and h1-b, both are non immigrant visa.

Even undocumented aliens have to register.

This isn't true.

 

Bona fide nonimmigrants who maintain their nonimmigrant status entirely between the ages of 18 and 26 are not required to register for Selective Service.

 

OP wasn't required to register if they maintained their F-1 status between 18 and 26.

No. Though I don't even know if you can register. I would imagine so, just that it's not required.

since you were on a non immigrant visa, you need to provide proof that you maintained the non immigrant status from the time you arrived until the time after your 26th birthday.

 

If at anytime in between you became a legal permanent resident and did not sign up you are in violation and there for your N-400 will be denied.

it would not reflect negativity at all they just need to provide proof that they were on a non immigrant visa for the entire duration of time that is open and required to sign up.
