IC  these students were already in the US?

Yes sir. Already in the US and trying to stay legal by going to any sort of school they could. It seems that there are some supposed schools that do this.

I remember this being in local paper I think.  There was a school in LA and the average age of the students was about 40 and many didn't have a high school degree.  They had classroom and when ICE went to the "school"  the rooms didn't even have desks.   I guess some of the students have never even been in California.  They just paid very good money to "attend" .

This will not be over quickly. You will not enjoy this.

not at all, if these were people seeking to maintain their status by applying to an accredited school using normal criteria one would expect of a graduate program I find it sad

If you read the article from the Detroit paper it was more of a scam for the handlers these folks were paying to stay in the country, but of course now USCIS has to go after the students that should have left by now.  We are told visa overstays are the biggest problem, so I for one am glad that problem isn't being ignored.

Unless I am missing something in the text here, it seems these are visa overstays who were looking for a cheap and easy way to obtain status to stay longer in the US?

I think that is the case. The story was not real clear, that is why I asked smart people to chime in
