USCIS activity after approval

I received my I-797B notice of approval last month, dated Notice date: feb 15 2019, the myuscis site show my case was approved on feb 19 2019. when I called NVC yesterday, they said they haven't received my case yet. so I called USCIS and spoke with a Tier 2 agent and he said there was some activity on my case, the latest status activity was on Feb 25 2019, and he said the case was still with USCIS and not yet sent to NVC. I asked him why, he said since the latest action was on feb 25, its too soon, it will be sent soon. I asked him if he could expedite it,he said he will open a S.R to expedite it.

I have two questions here:

1) Why was there any activity on the case after the approval, does anyone know what kind of activity this is?

2) Do the S.Rs work, will they really help in sending my case over to NVC?

Case complete: may 3 2019

Expedite requested: May 15 2019

Expedite approved: May 23 2019

Case sent to Consulate: May 24 2018

Case status Ready: May 28 2019

Interview date: June 20 2019

Interview status: Approved
