That policy has not gone into effect yet. It may never, or it may be altered before going into effect. The 250% criteria applies to certain individuals who would otherwise have negative factors (

My brother has been in the Navy over 20 years now, he is a Chief Warrant Officer a C5 they call it, and he is a pay grade W5 I believe he told me a few months ago, and he makes over 100k a year, just shy of 110k I believe. He was just telling me how he really took a hit this year in taxes, that's why I know roughly what he makes, so you don't have to be an admiral to clear 100k.
