Well, at least the attorney is one of those who understands what they can’t do, but maybe you should be looking at another attorney. (I have a friend who did this and they had one attorney handling everything.)

However, the bottom line is that the process is not a cheap one and certainly you can expect to pay a good few thousand dollars by the time the application is done. Should be a relatively small investment in the context of opening a new office in the US?

Quora post estimates L1A attorney fee (just attorney fees, not USCIS ones) can vary from $2500-$5000, i’d guess the lower end is the type that refers you to someone else to do the business plan and the upper end is the type that does it all for you. 

anyway surely this is all tax deductible somewhere as a business expense?

One lawyer quoted me 5k another quoted me $9750. Both told me to get a business plan done and advised I hire someone with a cost around $2000. I’m going to do the business plan in house and see what the lawyer says about it.
