My spouse lives in the Dominican Republic and I am a US citizen. When we have the interview do I need to be there or is it just him?

The interview is for the visa applicant, him.

It's always better to be with them, but most Consulate's don't allow it.  If Santo Domingo does, that's great.

My husband and I just had our interview in the Dominican Republic, they did not request for me to be there, but I wanted to be there.  I was allowed in and they did ask me a few basic questions.  I would encourage you to attend the interview.  Good Luck with your Journey! :)
