Is Certificate of Clearance Necessary for long Visits to Countries?

Posting on behalf of my Malaysian fiance. She wrote on our I-129F petition that she resided in Singapore from Nov 2015 - May 2016. She has a brother she would live with in Singapore and would travel there under visitors visas looking for employment . She officially started staying there under a work permit starting January 28th, 2016 which was ended already on May 10th, 2016. Only about 3 months.

Now my question is, do we need to get a Certificate of Clearance from Singapore? Would her stays in the country under a visitor visa count towards the 6 months they require for a CoC?

Under 6 months anyway.

If any of her visits were over 6 months then yes.
