Oh well, there’s a new detail you left out before. Usually any hint that an application is tailored to “a higher chance” makes COs suspicious, maybe that came across in the interview. It’s the same reason I said before it’ll look suspicious to suddenly drop the family, like they’re desperate to get a visa. Past experience in Manila embassy also matters, you can also thank the previous Filipinos who’ve overstayed and make it more difficult for future applicants. As you said though luckily no-one is desperate to go to the US. Australia and New Zealand have some amazing places to visit, as obviously does almost everywhere in Europe.

It was not mentioned in during the interview.  The CO never asked why the child is with them.  The suggestion was considered and applicants decided that instead of going to another country for personal trip, they just decided to bring their child to the US to  :D :D it was a wrong decision though :(

Travel history abroad may or may not have an impact. My family from Philippines ( mom,dad and younger sister) never had a chance to go abroad before they applied for a US tourist visa to attend my wedding here. Their passports was blank. No stamps at all.Fortunately they got approved.

Buti pa po kayo :)

But the intention to come back was really present from the time of application until the interview.

Seems that was not apparent to the CO.

The trip was just to see what the country has to offer.

To see what the country has to offer for whom and in what sense? Sounds like they are looking for work? That’s a very strange answer. They were intending to go to LA. Everyone knows what LA had to offer tourists. You don’t need to come to the USA to know “what it has to offer”. Most tourists come here to see the sights. They already know what the place has to offer, that’s why they book the trip.

What kind of offerings were they hoping for?

NOBODY in the group is interested in LIVING, WORKING AND STAYING in the USA, that is an HONEST STATEMENT.  If we are interested we could have applied for the proper visa and besides we are not that young anymore.  We will just go there for a very short vacation and will go back home after the trip.  We are very much privileged with our present employer to think of leaving them, besides which company offers its employees an annual trip abroad?

Unfortunately, every tourist visa interview is based on the assumption that you are intending to immigrate and it is the applicant’s responsibility to demonstrate that’s not the case.

Annual trips abroad? Most airline employees get that. Along with other industries.

@tonetz2019, Costa Rica is nice to visit at this time of year (until around April). And no tourist visa required: https://www.passportindex.org/comparebyPassport.php?p1=ph&fl=&s=yes Other non-East Asian visa-free options: Brazil, Colombia, Dominica, Ecuador, Federated States of Micronesia, Fiji, Israel, and Peru.
