I agree that IOs would---and should---look at situations as a whole.  People get AOS denied for various reasons.

 

I have yet to hear of a case (here on VJ or elsewhere) where an AOS was denied due to the sole reason of the person being on a B visa, however....I believe that was the example @missileman was asking for.

The decision also could have been based on the color of shirt they wore that day. Some IOs may dislike people with green shirts (blue is best color!).

That said, it would be purely speculative to suggest or imply the cause of denial had anything to do with any reason other than what would be stated on a denial letter.

Hahah, one time I had a conversation with a CO who was off the clock and I mentioned a case regarding someone I knew who was given a tourist visa with extremely little ties to their home country. When I asked why someone like that would be issued a tourist visa, the CO replied "Maybe they just looked trustworthy".....so who knows, maybe the CO was joking maybe he wasn't. USCIS (and US Embassies) works in mysterious ways...

 

It's all speculation until you apply for things and follow the laws and rules and see what happens. I think the important thing to point out to the OP is, there is no guarantee a visa will be granted, whether it's AOS, K1 fiance visa or a CR1 spousal visa. Having a backup plan is always a good thing.
