You cannot guarantee he will return home.

You cannot guarantee he will not work or otherwise violate status.

You cannot guarantee that he will not become a public charge (an I-134 is not binding).

These are not things you can control. It is up to the visa applicant to show that they will return home without violating status, becoming a public charge, etc.

You can provide housing and pay for the tickets and such fine. No documentation is needed...he just lists who is paying for the trip on the DS-160.

9/5/18: Interview scheduled notice, 10/17/18: Interview

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

7/13/2017: Interview: APPROVED!!!

7/19/2017: Visa in hand

8/15/2017: POE

Not the way tourist visas to the United States work.  The applicant is either approved or denied on their own merits and ties to home, not to the US.  

 

Having a GF here actually is not in his favor.
