Procedures on Follow to Join Child outside the USA

Please We do hope for your answer about my questions ,My husband got his immigrant petition last 2017. He leaves the Philippines last March 10,2018 together with my eldest daughter. He got his permanent residency in Pomona California last year. Before they leave in our country, my husband filled-up a form online from the US Immigration ,asking about our kids who are following to join in a later date and he wrote the names of our 2 remaining daughters who is presently living with me. Now that my 2nd daughter decided to follow them in USA to live with her sibling and their Father. here the list of our question about our concern.

1.We would like to know the first thing that we need to do?

2.. Does my husband need to file that request in the US Immigration?

3. Would it take years to process?
