Manila PO will not Send Police Clearance to Embassy! Help!

  Good afternoon!

  I hope someone on this site can help us, I've searched the archives but have not found this problem!  My fiancee's Certificate from the Hong Kong Police was sent Registered Air Mail to Manila on December 11, 2018.  Tracking shows that it has been sitting at the Manila Post Office since December 21, 2018.  Multiple emails by my fiancee and I have not been answered, and the phone # on their website is not ringing through.  Here is the tracking info from PHL

A friend works at the Manila Post Office and she asked about our letter and was told that they were waiting for a Liaison Officer from the US Embassy to pick it up.  The US Embassy says they do NOT pick up the mail, it is to be delivered to the embassy.  I contacted my Senator's Office for help in this matter, and they agree that the embassy does not pick up the mail, it is to be delivered to the embassy. Unfortunately, the Senator's office can not help with PHL.

  My fiancee has her CFO Seminar tomorrow, 1-14-19 in Manila, and she will go to the Post Office afterwards to see what she can do.  Does anyone have any suggestions on how to proceed? Any help or suggestions would be appreciated!
