Where is the child’s mother or who is the child’s legal guardian? Does the person consent to the process?

I think it would help if you describe the legal relationships (if any) between your father and each individual.

My father is a citizen of Us, I am the first petition of my father and now we want to get my brother and mother. my mother and father are married. what is the faster process to get them? File a I-130 for them? Thanks

Doesn’t sound like CRBA can be used. Have father file two I-130s one for his wife and other for his son. Son will become a citizen after he enters on the immigrant visa.

CRBA = Consular Report of Birth Abroad. Was your father a citizen when he was born? Were your parents married when he was born?

 Yes, my father is a citizen and my parents married when my brother was born. And my parents married at philippines.

 

My mother wants to get my father's photocopied and notarised passport, W-II and fill in a form (i don't know what kind of form) And she submit in the US Embassy(Philippines) to get a US Passport for my brother, Is it possible? Thank you

if your father was not born in the USA or immigrated after your brother was born, than your brother can not get citizenship until after the I-130 is approved and visa is handed out is my understanding.

My fellow parents are not in good terms, but they are married in the Philippines and before they get married my father is a US Citizen. Now my mother has read thru online that she could get a passport for my brother in the philippine without my father just need a copy and a notarized passport, W-II and fill in a form (i don't know what kind of form) from our father, Is this true?

 

But my dad would like to file an Form I-130 for both of them here. What's more ok to do and fastest? Thank you very much in advance.
