From the PDF: "adjudication issues are a matter of discretion, and USCIS may not change its decision after an Ombudsman inquiry."

Ok....?

Like I said, it is good practice to inform the Ombudsman of USCIS errors. I never said this was a substitute for following procedure. I have read of USCIS backpedaling on their errors upon the inquiry of a US Senator or Ombudsman. It benefits him and others to inform entities who keep USCIS on their toes. I had already explained this. Hopefully, this is more clear.

There is no argument. Your opinion is your opinion. Let OP know your thoughts.

Because if you forget an essential part of evidence like the I-864 and necessary documents, they are just denying vs an RFE

You misunderstood what happened, the only thing i forgot to send was proof of my income. I did have the i-864. They did send a RFE but i didn't get it and i found out about it right after it got out of the response window. Now i should be fine filling the whole thing again right.

Sorry you didn't make that clear.

I will defer to those with more AoS knowledge than I.

It isn't clear that USCIS made an error. Maybe it was USPS. Maybe it was the OP. This is not the type of case the ombudsman will put any effort into.

Your case appears to be USCIS error. They issued an RFE that you never received and they denied your case. Inform the Ombudsman. https://www.dhs.gov/case-assistance
