I would go a step further. Withhold all of their pay until the end of the year and if the government shuts down they simply don't get paid for the time the government was shut down. Also cut off all their benefits including health insurance during any shutdowns.

I would add that their insurance plan would be Obamacare

Even better idea. We need a law that says they get to use the VA health care system along side our veterans. I guarantee the VA would provide the best health care in the country overnight.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

I have been thinking about this a bit and we need to change the whole congressional pay and benefits structure. First of all they get paid no more than the lowest paid soldier in combat receives. Second they are given access to the VA health care system for their health care benefits. Third they lose all pay and benefits during a government shutdown for the duration of the shutdown with no back pay. Honestly I think it should be a volunteer job with no pay except expense reimbursements but if we have to pay them that is the structure I would use.

In this case it's employer provided health care, it just happens to be the government, not quite the "Dole"

It only affects less than 25% of the government btw. The majority of the government already has it's budget approved for this year. I know in DOD we are still working WITH pay.
