Not that I'm aware of, at least in the US. We are often times even colder than Fairbanks Alaska here. I live up in that darker purple 2 band that is hard to tell apart from the 3.  It is cold.

It isn't an offensive phrase. It kind of indirectly translates to something like "the cold keeps out those who aren't tough/hardy". It is something you hear around MN/ND.

See I love posts like this where you learn more stuff. Completely useless stuff, but stuff! 

 

Riff Raff here (UK) is like the oxygen wastes, the trouble makers, yobs, trouble makers and I love that it means different other places! 🙂
