if there is a huge age difference and that's a red flag then why did the USCIS approve us the first time. why did they made us go through all this?

The USCIS portion of the process is essentially all about the petitioner's eligibility to apply for the petition.  That's the only thing that was approved in this case.

Each group has their own responsibility.  USCIS (Homeland Security) determines if you are legally eligible.  You are.  They send it to NVC (Department of State) for pre-processing, NVC forwards it to Consular Services (Department of State).  They are responsible to determine if the visa should be approved.  Consular Services issues the visa.  

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

USCIS took 11 months to approve me the first time, they asked for extra evidence and i provided them with the extra evidence to show that my marriage is a true and bonafide, but all the consular did is said to me, why did i marry such an older woman than me, and he couldn't believe that i married an older woman.

I kept telling him, i love her and age doesn't matter to me, Oh well i think my interview was fixed, nothing would have changed their decision, it was my word against his.
