Interesting to know how she would have maintained her ties, filing taxes etc during that period.

Exactly what I was thinking before I read your message as well. The returning resident MIGHT work IF the OP's MIL was filing her taxes every year like she is supposed to if she is a citizen or a resident. But I doubt she has been doing that so I would file to return the green card then try for a tourist visa.

SB-1 (Returning resident) is quite difficult to get unless one can show a reason why they were unable to return for so long. With a 15 year gap, that's simply not going to happen (unless they were in a coma or something...?).

1/2/18: EAD + AP approved (no website update), 1/5/18: EAD + AP mailed, 1/8/18: EAD + AP approval notice hardcopies received, 1/10/18: EAD + AP received

9/5/18: Interview scheduled notice, 10/17/18: Interview

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

Just file to relinquish the green card though it’s already useless. A green card holder who voluntarily gives up the green card and applies for a visitor visa usually has credibility because if they really had immigrant intent they would try to cling to the green card.
