I admit I initially didn't address that part of OP's post. But I (and other users) addressed it later:

SSN is not required for insurance coverage.

 

ATIN is not for a child unless being adopted. The previous reading of the passage was incorrect.

It's not for 1) an adoption of a USC, or 2) a resident child.

If is for an adoption of 1) a USC or 2) a resident child.

From the link provided:

"Q.1. What is an ATIN?

A.1. An ATIN is an Adoption Taxpayer Identification Number issued by the Internal Revenue Service as a temporary taxpayer identification number for the child in a domestic adoption where the adopting taxpayers do not have and/or are unable to obtain the child's Social Security Number (SSN). The ATIN is to be used by the adopting taxpayers on their Federal Income Tax return to identify the child while final domestic adoption is pending."

The course of action would be applying for an ITIN and selecting Exception D and entering the OP's SSN.

@khmer@nikeI would suggest reaching to your local CAA (IRS Certified Acceptance Agent) to assist you with filing an ITIN. You can search them by going to this site https://www.irs.gov/individuals/international-taxpayers/acceptance-agent-program I'm a CAA but I live in NJ but you can PM if you have any specific questions. Just be aware that it takes approximately 6+ weeks to get the ITIN application processed. Also, as someone mentioned by @TM92 you don't need a SSN to add them to your health insurance. I added my stepchildren to my health insurance mid year w/o SSN and I had no issue. Good Luck..

 

Ameribrazil -  Actually i did apply for ITIN - W7 but got rejected.  According to IRS suggested that my Step daughter has not been in the country for 1 full year.  i don't know the reason why that's why i'm turned in VJ for help.  I will stop by local office to have a chat with them for sure.  I just my step child for my work benifit but has not process yet.  it's been 3 months past by i'm just a little concern.
