It will depend on the person working on your case. Since they changed their rules in September, it might be that you will be rejected, because the picture and the letter of intent are required for the petition and not just and option.

When did you file the I-129f? It's possible it can be rejected because these are important pieces of the packet, but there's also the chance for RFE. I believe it's more likely to be rejected if you filed after the 11th of September.

you forgot 2 KEY requirements. Did you not read the instructions?

If youre lucky, you will get an RFE. If you get someone like me (if i worked there) I would reject it and make you start all over. This isnt some unchecked box you forgot, its TWO mandatory requirements not sent.

i 485, 130, EAD and AP

04/09/2019    NOA1 received/check cashed i 485 and 130 (direct adjustment)

11/7/2019      Interview- Norfolk

DONE FOR TWO YEARS!!! ;)

Filed everything ourselves with no RFE's or delays.

4/4/20     Mailed packet

4/12/20   NOA1 rec'd

9/15/22 APPROVED! Now to wait for NVC and interview....

Because you filed before Sep 11 you don't fall under the new rule (https://www.uscis.gov/news/news-releases/uscis-updates-policy-guidance-certain-requests-evidence-and-notices-intent-deny). However, these are important parts of the application and it can still be denied. There's no straight answer to your fate as we don't know what will happen, as others have said it really depends on who picks up your case.

You can attempt to send in additional information but it's never certain it will actually end up making its way to your application. You can send your missing info in to the address which is located on the NOA1. I sent in a supplement and included a cover letter with it. It needs to include your receipt number, beneficiary name/DOB, petitioner name/dob, receipt date.

Is it possible to see a format of your cover letter? Right now I’m so confuse and scared

We just discovered we didn’t submit my (beneficiary) passport picture and our letter of intent. Will the petition be rejected or we’ll get an RFE

Yes, they are one of the requirement initial evidence. RFE is more likely imo, but since we're not USCIS, none of us all here can tell for sure whether you will receive an RFE or straight denial. In my opinion, what's best to do is to ring THEM in person and ask for THEIR advice in regards of completing this requirement.

Everyone can make mistakes. Be kind to yourself and just strive to fix it. Good luck!
