Please let us know what the notice says.  As has been mentioned, it is rare to send a NOID without first sending an RFE.  Did you file an I-130 AND an I-130a?

Timeline

Looks like USCIS is using their  preproative and sending back an incomplete application

when u send in the new application, include photos

make sure all your documents are translated into English

use a checklist to make sure all documents are enclosed

and you and wife have signed the I 130 and I 130a

It sounds like you’ve become the “victim” of this new provision within the guidelines that permits USCIS to reject an incomplete petition without an RFE. There was a K-1 petition here recently that went the same way - they had forgotten to include the statement of intent to marry and boom! Denied! 

 

So it could be a missing signature, a missing or incomplete document...

 

Or they have found something that makes you ineligible to petition your wife. Unlikely to be based on criminal record as such denials take a long time and are usually handled by Vermont before being denied. Also nothing you have mentioned suggests that you are ineligible on that basis. 

 

Are you rekated other other than by marriage? For example, are you cousins living in a state that does not permit marriage between cousins? How old was your wife when you met her? I remember a rejected petition a few years ago where the beneficiary was a minor when they met and the petitioner was considerably older (completely different scenario to meeting as 15-year-old exchange students, for example - the so-called “Romeo and Juliet” rule). If I recall that case correctly the beneficiary was 16 and the petitioner was over 40 when they met.

Maybe or maybe not...we don't know the cause yet.

It was always permitted, but not regularly exercised unless there was "no chance" of qualifying.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Your first problem is using Rapid Visa. They about screwed up my application and I was left scrambling to collect information for USCIS and finishing it myself.  You should get the letter soon and they will tell you want you need to submit. They are not denying you they are warning you at this point.

Not a newbie but lost my old info years ago) I have been through this process before --all the way through naturalization-- This site has always been a great help to me.

I'm a United States citizen and I'm 13 years older then my wife. My wife is her home country waiting....

Please let us know how this goes, and I hope all goes well for you in this. I may be in the same situation as you are, in the not so distant future. This is a hard road to travel, but love is worth it, right? Otherwise, we wouldn't do it, but that 4 letter word compels us. It's both husband and wife that have to sacrifice and struggle with the wait. Once it's all done and she's here though, it'll ll be worth the wait. I'm sure you'll agree.
