We plan to throw a full blown marriage celebration, including getting married in church, in Germany next year.

Just FYI, that will be a renewal of vows since you will already be married at that point.

they are married but the getting married in church has nothing to do with a renewal of vows but getting married in a religious way...“in front of good“

It’s tough because you CAN get married in the US while here, but being honest at the PoE is important and that would lead to the assumption that you WILL stay and they may deny you.  If you attempt it, bring incredibly strong ties to Germany so they will see your intent is not to stay.  It will still be a gamble though.

My husband came here on VWP for a long weekend.  We deliberately did a small lakeside ceremony with 2 friends and another friend officiating.  No party, some pictures for the CR1 evidence later.  He left the next morning on the first flight back to Europe.   I definitely recommend if doing this to keep it small and simple, without a lot of money down.   The risk of not getting into the US is decent enough depending on the CBP officer and your explanation of reason for visit.   My husband had no ties he could show - unemployed, no home ownership, etc - but he came through an easier POE.   He did not say we were getting married that weekend, just that he was coming to see me, since the wedding plans were last minute and may not happen.

For the OP: If considering a Vegas wedding:

  • The chapel at Paris hotel is classy and nice if you still want to splurge.  One of my cousins married here and the hotel did a great job.  My understanding is they have streaming video so family in a different country can watch live.
  • The Little White Wedding Chapel is one of the nicer cheesy strip chapels you hear about on TV.  Hubby and I did a vow renewal there for our 3rd anniversary complete with Elvis impersonator.    It's still tacky, but less so than many others.  Most of the strip chapels have videos that are posted a few days later for your families to watch.
  • We have a friend that did the Red Rock Canyon wedding package and was thrilled.
