It is currently taking about four business days for the Embassy in Santo Domingo to return your passport with the visa printed in it.  That is if you have it delivered to MBE. I am not sure if it is any faster to pick it up at the VAC.

what is the MBE? Currently right now we have it listed as scheduled to pick up at the Galeria 360 in Santo Domingo.

MBE is Mailboxes Etc. This is where they will deliver the passport for pickup if you do not want to go to the VAC at Galleria 360.  When you register at US Traveldocs it gives you the option of choosing pick up at the VAC, delivery to an MBE location, or home delivery (at an extra cost, I think it's about 500 pesos).

ah yes yes ok - he does not have reliable mail service which is why we went with picking up at the VAC. Hopefully they move just as quickly, not sure how paying for it way in advance helps but hopefully it ignites something to move it along quicker. Thank you for your help, it is very much appreciated

Due to the season he will be coming in, I know he will have to get a flu shot and am not sure if that is included in the round of vaccines he will need or is seperate. I have looked online and only seem to find the list of vaccines he needs but not the prices.

La pagina de Servicios Medicos Consulares has the breakdown of prices for vaccines both on their web page and FB page.  You may also wanna look into getting the vaccines at Salud Publica and save the $$$.  Servicios Medicos Consulares accepts them. SMC is located in Santo Domingo.

thank you very much, I finally was able to find something last night... I cant believe how much more expensive it is coming here during the flu season vs warmer season!
