Is it possible to transfer DS-230/Interview to a different country?

My wife (a Ukrainian citizen) and I are currently living in China on 1 year foreigner resident permits. We got he i130 approved in Guangzhou back in mid September, and are wondering if we can submit the DS-230 and do the interview in a different country. We are having a bit of a problem with the current school we are working at, and will be leaving china soon because of it. It will be possible for us to return, but we would prefer not coming back to China, and just doing the interview somewhere else.
