How much time needed between flights at POE?

Exactly. People have to go through customs with their luggage on their first stop. Then re check the bags and go for their connection

OK, this settles it. We've been back-and-forth on the luggage thing and I've decided to just have him carry on a small bag. I am in Turkey right now and I can take everything else back with me. I think it's easier if he just has one carry-on and just has it with him the whole time! Thanks!

It's not really much of a hassle...the long wait is the passport line after landing at the first POE in the US.  Then after approval of passport/visa/etc., you walk into an international arrivals luggage area where each arriving flight has a clearly marked carrousel, get your bag/bags when they come down the chute, then exit the area and leave the checked bags at the clearly marked sign for "connecting flights bag check" -- no waiting in line at all.  The only time you save by having all carry-on luggage is a minute or two needed to lift bags off the carrousel as usually the bags are waiting there after the passport check.  Everyone goes through this process, as it is normal for international arrivals.  One option to consider is that a few airports in countries outside the US have pre-clearance for US customs, so if you fly to the US from those airports, you do the passport/visa check before boarding your flight for the US.  In those cases, when you land in the US, your checked bags automatically get transferred to your connecting flight.  Good luck!
