An I-134 is just a tool to help the CO address the visa applicant's public charge risk. They are not required to ask for one.

The I-864 (for an immigrant visa or AOS) is actually required to fulfill INA requirements regarding the public charge concern.

The I-864 is only used during the AOS after marriage step. Never used prior (Embassy interview) to marriage and the filing of the AOS.
