I-130 Transferred to my local office???

Timeline

I filed husband's application and it was sent to the Texas service center. Our priority date is March 14th 2018. On October 12th I received an email stating that his application has been transferred to my local office. My husband chose to voluntarily depart and I bailed him out as apart of the voluntary departure. He has been residing  in Mexico for over a year. Any similar experience with this situation? I've heard that petitions get lost in lala land once routed to these local offices or that the petitioner is called to be interviewed separately. We have a month and a half before we can submit an Inquiry.
