Field offices:

Because each office has different case loads and a different number of case workers who work at not exactly the same rate as every other office.

An office such as Philadelphia, which sees a lot I-485, I-751, and N-400 cases, will generally take longer than some small rural/suburban office without a lot of immigrants because there are less applications going through them.

Service Centers:

It depends on how they load balance the cases (which is a black box), how many people they have working on that form type at a given SC, etc.

For instance, I-129Fs for a fiance only go to CSC (except a small handful of transfers to VSC). Nearly all workers that handle I-129Fs are located at CSC.

For an I-130 for an immediate relative of a USC, there are a few different SCs so it gets divided among them.

While nothing official has been stated, I have heard that they tend not to send your case to a nearby service center to avoid the chance of somebody you know getting assigned the case.
