Current best way to call from America to Cell in Negros Oriental?

The child has either pnemonia or lower respiratory infection and I did get a copy of the med script.  The cheapest pharmacy appears to be TGP (The Generic Pharmacy) but there is not one where the family lives so we're stuck with Mercury (about the most expensive).  Mercury has an online place where you can ask and even pay for the meds and then have the Filipino family pick up the meds with the prescription in hand.  I inquired from Mercury about two meds and this is their response:
