No she's American, I'm Canadian. In Canada you need a proof of citizenship to apply for a passport, you cannot use an old expired passport and I thought that was the case in the US as well. Which is why I was thinking of getting a citizenship certificate for her.

I know, I'm Canadian as well   Nope, different rules for US passports---there's a bit of a twist to renew a US passport after 5 years from expiration---not too complicated, and just a procedural difference for the applicant.

 

The proof of citizenship for expired Canadian passports is only if the passport is expired longer than one year.  If the passport is expired LESS than one year, yes you can use the old passport.  If you have a Canadian birth certificate (long or short form) easy peasy for the proof part if needed  

 

If you really want her to apply for the N600 then go for it---USCIS will gladly take your money at any time
