Nope. It's now 13 years, but it will grow to 15 or even 20 years in the future. There's no other way unless you get your CG via lottery or job or something else.

According to the most recent Visa Bulletin, immigrant visas are available to F4 applicants whose priority dates are earlier than Feb 15, 2005. Your brother’s I-130 for you could be approved within several years or ~10 years but your immigrant visa interview will not be scheduled before 2031.

Your brother can file I-130 for his (& your) parent(s). Your parents can get their green cards within 1-2 years and come to the US, and then as LPR they can file an I-130 for you in the F2B category. Waiting time for F2B is currently ~7 years. Total waiting time would be 8-9 years.
