Wife's Birth Certificate has a "Red ribbon", cant scan it properly

My wife's Birth Certificate has a "Red Ribbon" on it, and it prevents her from scanning the birth certificate. I have no idea what this ribbon is for. I told her to rip the stupid ribbon off, but she told me she can't do that. 

How do I get her birth certificate scanned for the NVC!? The way she sent it, the top left corner is folded over... which I know the NVC won't accept it in such a state.

The red ribbon is a sign of it being notarized and my guess is that she is from the Philippines. 

 

Just tell her to get a PSA/NSO birth certificate.

How long is that going to take??? My wife lives in Thailand. 

I dont get why she can't just gently take it off.

You need a PSA copy of the birth certificate.   Plus for the embassy; the marriage certificate, and CEMAR (request CENOMAR) from PSA.

How old is the NSO copy?    The NSO copy may be fine for NVC, but once at the embassy they will want copies that less than 6 months old from PSA (no longer called NSO was changed a few years back)

Im not sure.

 

The PSA red ribbon copy is very recent. Like less than a month.

The NSO likely is fairly old.

Nothing needs to be "Red Ribbon" anymore except maybe a nice chocolate cake ;)  

 

Get new copies of your birth certificate, take the worry out of things ..  (that is my suggestion)

 

As for sending documents to NVC there have been some process changes, there is now uploading for some, you should have received a letter regarding the method NVC requires for you.

As long as you have a NSO BC with no red ribbon then use that. 

 

My wife had her birth certificate that literally looked like it came from the dead sea scrolls and they accepted it.
