Yes he has international ID, but his US citizen wife ID still showing her formal address instead of current residential address they both live now and at  the time of applying for Change of Status and I-130. Do we need to get a new ID for his wife, interview in two weeks. And beside, the three references letters from people that know's them have to be notarized?

Then use the dang passport. How hard is that? I am not the first one to say that on this thread but I will be the loudest. The ONLY ID my wife had during the AOS interview was her passport that was it.

A new license can be had the same day in my state.

Until recently, other states (e.g. Illinois, etc.) also had same day issuance of DL/ID cards. What has changed? The recent drive by states to become compliant with the Real ID Act of 2005. DHS requires states to only use secure central issuance facilities (even for non-Real ID cards) by overinterpreting 6 CFR 37.43 and 6 CFR 37.41. Oklahoma estimates compliance in Spring of 2020. When compliant, same day issuance will end; thus it will be like what @tamcloud said happens in Maryland:

you get a temp copy until the new one arrives in the mail (took less than a week for me to receive).

If OP's niece-in-law resides in Texas: Texas also had same day issuance but they are now Real ID compliant; thus she will receive a temporary paper license until her DL arrives in the mail.

Since interview is in two weeks, now changing ID address will raise unnecessary red flags Since they been married and live together for 1year 6 months.

No, it won’t.

She needs a new ID. Shouldn’t be too hard to get a one. It should have been done when she first moved.
