When they ask for a resubmission of documents, does the "3 weeks standard wait" restart? Or is it still counting 3 weeks from the original date of submission?

So i think your case is in process and when your case will be complete you will also receive a CC message in your CEAC account mine all doc shows green tick mark except passport due to wrong orientation so mine is also in process.

Funny thing is 4  NVC reps told me my case was closed despite civil docs showing submitted

What time of the day does CEAC status update? I submitted my docs 10 days ago and I have been checking the website several times during the day and nothing is changing.

I've noticed my status when i paid fees changed from pending to paid around 3:30 pm to 4pm EST also my aos docs status changed to accepted around the same time frame on a different day so im thinking around that time.. which is around now its 3:34pm EST

I will be calling NVC this week daily to check because this is just absurd taking this many days to review ONE picture, when my other docs were all approved after 4 days.

It should be CC ,mine changed to this as well . i called NVC and asked and i was told  my case was completed this morning.

So funny thing is that just checked my case status now its shows at NVC instead of to submit doc. So now we are at same point AOS accepted, DS-260 Completed and civil doc shows submitted.
