AOS Filing Fee Waver

A fee waiver for an I-485 is available in some circumstances. It is not available for any I-485 where an I-864 is required (to address the public charge concern). This is clearly stated on the waiver instructions.

All AOS for a spouse (or other family-based immigration) requires an I-864.

One can file a fee waiver for anything. That doesn't make a fee waiver available, though.

"Form I-485, Application to Register Permanent Residence or Adjust Status. A fee waiver is only available if you are applying for lawful permanent resident status based on:

A. Special Immigrant Status based on an approved Form I-360 as an Afghan or Iraqi Interpreter, or Afghan or Iraqi National employed by or on behalf of the U.S. Government;

B. An adjustment provision that is exempt from the public charge grounds of inadmissibility of the Immigration and Nationality Act (INA) section 212(a)(4), such as the Cuban Adjustment Act, the Haitian Refugee Immigration Fairness Act, continuous residence in the United States since before January 1, 1972, (“Registry”), Asylum Status, Special Immigrant Juvenile Status, or similar provisions;"

You have already been given good advice. But since it hasn't been mentioned yet, here is the current* cost for future processes that your wife will have to go through.

 

Removal of Conditions (ROC) in 2 years = $595 +$85 (biometrics fee) = $680

Naturalization (optional) in 3 years = $640 + $85 (biometrics fee) = $725

Green Card renewal (if not naturalized) in 10 years = $455 + $85 = $540

All 3 can theoretically be waived. Just i485 cannot. You never know OP and his wife could be doing humanitarian work which very likely in that case all three can be waived.
