Is a department in Colombia considered a province?

Many countries do not conform to address norms.  In the Philippines where I now live, there certainly are provinces and cities but if you don't include the "Barangay" name before the city, nobody will know how to find you or deliver anything.  It's part of the address and is properly shown before the city.  In some places another word/name needs to appear along with the prior to the province in the province field of the form.  Research your own circumstance carefully.

 

My Chinese X wife had to fill out a marriage form in China three times because she kept hand writing the city name BEFORE the province name.  Get it right.

 

Similarly, it is common to use the terms surname or family name instead of "last name" because in about a third of the world. the surname IS the first name spoken or written.
