No, you can't transfer before NOA2. Or more specifically, I've tried this personally last year and they refused to do so and told me to contact NVC after NOA2. For an I-129F, NVC doesn't have the case long enough to do the transfer, so I had to wait until Riyadh received the case then transferred it at that time.

She must have legal residency or citizenship in Pakistan to transfer the case there.

 

The procedure is to contact the Pakistan consulate and have them request a transfer for the case from Riyadh (once Riyadh has it).

True, although police certs are not required from KSA if you are not a KSA national and don't ahve residency there (see the reciprocity table: https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/SaudiArabia.html)

"Police clearances are available for Saudi citizens and resident third country nationals. Saudi citizens currently residing overseas must return in person to process the police clearance.

One should still obtain police certs before exiting the country, but they should not be required from KSA as a non-KSA national once you abandon residency there.

Another thing to point out is that a police certificate remains valid if one has not resided in the country since obtaining it.

Thankyu soo much.. yes i am Permanent residential.. in riyadh. I want to go pakistan due to the saudia condition.. i have one more question so should i leave saudia immediately?? Or i can leave after noa2?

When you transfer your case after nvc.. how long it takes?

If you have legal residency status in Pakistan, then you can go there anytime. When exactly you do it doesn't matter, just so long as you do it before the interview + you do the medical and such in Pakistan.

Depends on the consulates involved. In my experience in early 2017, Riyadh took ~2 days to approve the request once I got Manila to acknowledge it (that took about a week). Then it took about another week for Riyadh to actually send / Manila to receive it. YMMV...workloads and such change, and I didn't deal with Pakistan's embassy.

Depends on the consulates involved. In my experience in early 2017, Riyadh took ~2 days to approve the request once I got Manila to acknowledge it (that took about a week). Then it took about another week for Riyadh to actually send / Manila to receive it. YMMV...workloads and such change, and I didn't deal with Pakistan's embassy.

After your NVC number What was the first step you did to transfer your case from Riyadh to Manila ? Like have u called Riyadh embassy and requested them to transfer your case to Manila or you called Manila embassy and requested them to take over your case from Riyadh embassy?

We called Manila, but they don't take requests via phone so we had to email them instead. Once they got and processed the email, they made the transfer request with Riyadh. Riyadh approved it a couple days later, then we just needed to wait for the case to be physically transferred form Riyadh to Manila.

The email had the case number, names of petitioner and beneficiary, and DOBs of both of us as well. It explained that we wanted to transfer the case from Riyadh to Manila, and that the beneficiary was a Filipino citizen (so she was eligible to interview n Manila).

 

We had to wait for Riyadh to receive the case before we could get Manila to request the transfer, not just get an NVC case number.

thanks a lot for your quick help.. I just have last question.. where did u get the embassy email and phone number ? Because One of my friend had faced issue in contacting consulate / embassy .. because they dont recive the call and dont reply of emails.. please..
