Are you applying for your mother or brother? The title and your post are conflicting.

 

In either case, you file an I-130.

You have a habit of asking for "friends". Accounts on this forum are free - no reason why someone can't ask questions themselves about their own family matters. Do you call the cable company for them too if they have a question on their bill? Do you call the bank for them to ask how to get a mortgage? 

 

Here's a tip - if you are asking for a friend, please don't start by saying "I am a USC and I want to bring my brother...". How about you start with "my friend is a USC and he wants to bring his brother".

Details matter in immigration matters. It's highly suggested for the individual to post as they know their own case the best. Asking for a friend without knowing all the details can lead to incorrect advice...causing delays, denials, or other negative factors.
