Will a faulty RFE submission lead to an NOID?

Because I have an unusual divorce situation.  There was decade plus delay between the divorce judgment granted in open court on the record and the written paper Judgment itself.  Court cases are not always straight forward. I had State documents that show I was divorced on a specific date by a specific judge but a delay in signing the paper judgment.  Judges die and  storms can flood the court's storage facility so the paper records are destroyed.  I had to get another judge to sign the paper judgment.

Sometimes they issue a second RFE, depends on the discretion of your adjudicator.
They can outright deny also but chances are you get a second RFE.

Thank you everyone for your replies.  I still have not gotten NOA2 but today I concluded a meeting with my local Congressional office.  I believe it went well. I was there when the Assistant placed the call to USCIS.  It never occurred to me but I suspect that for complicated cases (Convictions, etc) like mine, USCIS depends on the  Congressional area office to screen out the Bozo's.  If a Petitioner cannot complete the forms for the local area office and show up and make  a prima facie   case of entitlement to the visa, they could never complete the remainder of the process.

It's just a hunch but it seems reasonable.
