Will a faulty RFE submission lead to an NOID?

Timeline

I received an RFE asking for my divorce and COC's.  I submitted the documents to USCIS in two (2) separate mailings instead of  one (1)  as they stated  on the RFE form.

My question is, will USCIS  issue an NOID for this and provide 30 days to re-submit the documents in one (1) mailing to fix it, or can they deny without an NOID & 30 day reply period?

How petty are they about something like this?  I understand they don't want  piecemeal submissions as it causes more work.  I was afraid I would not be able to get

a new judge to sign a 'replacement divorce judgment' (unusual situation itself) ;

there is a potential for a noid since they are expecting to receive everything together and may say you are missing pieces before the second package arrives. what ever response comes from it always follow thier instructions exactly since you don't want to mess up again.

You should have gotten a response from an RFE response sent in July. Normally it doesn't take 2 months.

You failed to send the complete documentation they asked for with the RFE response. Changes are they will send you a NOID.

Yes. I did receive Acknowledgement that USCIS received my RFE submission.  I also  submitted an online request to fix an error  which generated a Service Request and USCIS acknowledged that through to completion. I'm going on +200 days and getting fidgety.

Yes, they can deny without a NOID. Typically they issue a NOID first.

Summary denials should  only be for jurisdictional problems like not being able to marry or an insurmountable problem like  IMBRA/AWA.

What "should" happen isn't always the case of what does happen. I wouldn't call failure to respond completely to an RFE as a summary denial. A summary denial would be if they didn't issue an RFE and give somebody a chance to provide evidence. Or maybe if they provided the requested evidence but it still didn't meet their requirements.

Yes, depends on the adjudicating officer's discretion. He can RFE again or deny.

Sept. 21 Interview, 2 hour interview, we were separated and asked about 50 questions each for an hour each. IO was firm but professional, some smiles.
Several service requests made, contacted Senator and Ombudsman. Background checks still pending.
July 21, 2017 HOME VISIT.  Went well. Topic thread in AOS forum.
Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.

Hi Dutchster, I ordered a  criminal background search from the State but it did not list an Unclassified misdemeanor for an old driving offense.

I also had an irregularity with my divorce papers (court storage facility  lost file).

Speaking of "petty" why didn't you submit the two items together as you were instructed?  It is very possible that they will deny because the first person to touch your mailing will see that you did not submit all the documents required by the RFE.
