Bringing brother in petition for mom in wheelchair

Your parents health issues alone will not lead to a visa denial, but with elderly parents or those with health issues, you may be asked to prove you can pay for their health insurance and a medically qualified caregiver as needed, over and above the I-864.

Timeline

  Sibling petitions are seriously impacted from the Philippines.  Currently people that are getting their visas though a sibling have waited about 24 years.  Under the current laws a new petition will probably be well over 30 years ( the lines have gotten longer )   your parents can petition but the brother must remain single and even that takes forever  about 10 years currently ( and the petition would dies with the death of who ever petitions him ) 

This will not be over quickly. You will not enjoy this.

Your brother is an adult. He will need his own petition and path to US. For the Phil it will take him over 20 years before he can come.

 

But you have bigger things to worry about. The cost of health issurance for elder can be a huge factor.  If they require constant care that will be an expense you will have to cover. You should look into the average cost for their age and conditions now so you will not have sticker shock later.

There's nothing to think of, as others have noted. Your brother needs his own petition as an adult, no shortcuts unfortunately.

did you file a separate petition for your brother? if you just put his name on the form, that is not including him. he cannot come with them, and there are no derivatives for parents

 

if you filed for him separately, it can take 13 years for him to come,

 

so you do need to think about healthcare for them and to hire a caregiver, forget about your brother. 

 

bringing elderly parents to live here is expensive

That wait for the sibling category from the Philippines is 20+ years. He will not get preference because a parent is in a wheelchair.
