I-797C for wrong fee, what to do next?

NEED HELP GUYS! we already received back our packet as expected because of the wrong fee. They sent us I-797C with the instructions to resubmit the application to Lockbox. They sent our papers and stapled together with numeric codes at the bottom of the page which indicates that they already scanned it. Few pages was separated, folded and placed in a ziplock and that includes our photos from "Proof of meeting each other" and some of the "proof of ongoing relationship". It was clear to me that the only reason for rejection is because we sent the wrong fee and thats what is written on the I-797c notice, but now it gave me confusion as they wanted us to send it to lockbox and all the letters we forwarded including my "intent to marry' letter are all addressed to Lewisville. 

 - Shall we send the same papers that they already scanned eventhough the letterhead address meant for the other office?

- Since they stapled everything together, are we allowed to dismantle it and arrange it according to the cover letter?

- Do we still include those photos they sent back in a ziplock?

 

We already lost a month just because we rely on the person from USCIS hotline that says what we sent was correct. Now if we have to change the letterhead address I have to send a new Intent to marry letter to my fiance in the US which will eat few days again.

 

Anyone had same experience with this case or know anyone perhaps?

Resend the packet, as is, with the new fee.
