I think you misunderstand.  They married, or arrived in Canada to marry, then stayed.  Applied for work visas while waiting for the inland spousal application as they are allowed to do.

Is there any particular reason Canada isn't one of the places this is allowed? I'm trying to wrap my head around why it's so much easier for people from other countries to have their applications processed.

It just comes down to where USCIS has decided to place their field offices.   It may have something to do with immigration volume.  Sadly it makes the journey from Canada slower

There are only about 11 countries that have USCIS field offices in the world.  It's more of an affordibility issue for thr USCIS than not.  Only a USCIS office can adjudicate an I-130 unless extreme emergency.
